EXTRA Fellow, 2006–2008: Frédérick Ross, RN, B. Ps., M. Sc. (Adm.)
Position: Director of Nursing and Women’s and Children’s Health, Centre de santé et de services sociaux de Rimouski-Neigette [Health and Social services Centre of Rimouski-Neigette]
Duties:
- Responsible for the quality of nursing interventions in clinical programs
- Manage human, material, and financial resources for the obstetrics/maternity, neonatal, and pediatric units, and the pediatric and gynaecology out-patient clinic.
- Manage the clinical-administrative coordinators team (day, evening, and night shifts) of the Hôpital régional [Rimouski regional hospital]
Intervention project: Establishment of an Integrated Services Network for Functionally Dependent Seniors to Serve the Aging Population in the Côte-de-Gaspé Health and Social Services Centre's territory
The literature indicates that an integrated network of services achieves real efficiency and effectiveness among a vulnerable clientele. Clinical mechanisms that were identified focus on strategic, tactical, and operational consensus, single-window delivery service, case management, and an individualized service plan supported by an information system specifically for a geriatric clientele.
The intervention project established a single-window delivery service for the home-support program, created two case manager positions, and consolidated strategic, tactical, and operational consensus mechanisms.
The results led the board of directors to adopt the triennial service transformation plan for seniors (2007-2010). Integration of services provided to a vulnerable clientele was improved by changing the activities of the single-window service delivery and creating two manager positions.

The EXTRA fellowship helped me recognize my professional responsibility to develop the skills that are required for evidence-based decision making in health services management.

The EXTRA program helped me develop skills in planning and implementing change – a definite asset. Developing different strategies in a specific intervention context helped me strengthen my interpersonal relationship skills.
